Login as an admin.

Navigate to Site administration ► Competencies ► Competency frameworks

Add a new competency framework. Give it an absurdly long name and/or an absurdly long Id number (max of 100 characters each.

Optionally, you may add some competencies.

Create a course then go to Course administration ► Competencies.

Click Add competencies to course

Check the Competency frameworks select field.

Confirm that it does not exceed the dialogue's bounds.

If your framework name is really long then the select element is extended past the borders of the popup. Screenshot attached to show the problem.
