mod_lti can't syncronise members with enrol_lti

    Description

      It was not possible to test this as the consumer on Moodle does not support LTI 1.2, only 1 and 2. So, we need to find a consumer that will talk with our provider successfully so we can ensure the member sync is working as expected.
