Usermenu margin expands navbar

      In various supported browsers, confirm that the navbar is 40px tall (41 with the border). Also confirm that the user menu looks and behaves correctly.

      Please test on the following scenarios:

      30
      1. User logged out.
      2. User logged in.
      31 and master
      1. Global search is off, user logged out
      2. Global search is off, user logged in
      3. Global search is on, user logged out
      4. Global search is on, user logged in

      Note: The user image is slightly not vertically centered, this is because it is an odd number of pixels tall.

      Navbar is designed to be 40px tall, and all elements in it are 40px tall, but an internal margin to the usermenu pushes the bottom of the bar down 2px.
