User learning plan pages needs message when competencies don't exist

      1. Purge caches
      2. Visit 'Site administration' > 'Competencies' > 'Competency frameworks'.
      3. Add a competency framework.
      4. Add a competency to this framework.
      5. Visit your profile.
      6. Click on 'Learning plans' under 'Miscellaneous'.
      7. Add a new learning plan.
      8. On the next page check that there is a message under 'Learning plan competencies' table saying that there are no competencies.
      9. Add a competency
      10. Ensure the message disappears.
      11. Delete the competency.
      12. Ensure the message re-appears.
      13. Add a competency.
      14. Visit your profile.
      15. Click on 'Learning plans' under 'Miscellaneous'.
      16. Click on 'Evidence of prior learning'.
      17. Add new evidence.
      18. On the next page check that there is a message under 'Linked competencies' table saying that there are no competencies.
      19. Link a competency.
      20. Ensure the message disappears.
      21. Delete the linked competency.
      22. Ensure the message re-appears.

      It does not look great.

      1. The description is under the button for some reason.
      2. The table shows even when there are no competencies.
