Improve grading pdf annotation on mobile devices

      1. Log in as admin
      2. Create a course with an assignment
      3. Enrol a couple of users in the course
      4. View the assignment and click "Grade" to open to new grading interface
      5. Progressively narrow the browser width to trigger the responsive styling
      6. Confirm that all of the buttons in the top of the edit pdf section are visible at all screen widths
        • Note: Depending on the OS you're testing on there might be a small window between 900px and 960px where the height of the toolbar is increased before any of the buttons wrap to a new line
      7. On a resolution narrower than about 600px (so that the toolbar has multiple rows of buttons) use the drawing tool to draw on the PDF area, make sure you draw right at the top of the drawable region
      8. Resize the screen back out to full width and reload the page
      9. Make sure the drawing you made is in the same spot as on the narrow screen (e.g. it's still right at the top of the document).

      On a very small screen, the editpdf toolbar only shows 2 rows of buttons, but there are actually 3. The last row is visible if you scroll in the toolbar, but this is not obvious. We need to adjust the CSS to show 3 rows when the screen is this small.
