Plugin names in admin settings menu should be sorted by displayed name

      Switch language to German
      Check, that all long lists in plugins menu are sorted in alphabetical order - for example the list of activity modules
      Open /admin/settings.php?section=manageformats , ensure plugins reordering works
      Same for /admin/filters.php and /admin/settings.php?section=managedataformats

    Description

      Currently most of plugins in admin settings is sorted by plugin folder name. This name is not always the same as visible plugin name (in non-english interface). So plugins admin tree looks unsorted. It is not comfortable to use it, when plugins list (e.g. mod or block) is long.
