1. Create a learning plan template and add competencies to it.
2. View the competencies list in RTL.

Expected

• The competency name and ID number should be rendered from right to left.
• The competency path (framework name to parent competency) should be rendered from right to left.

Actual

• The competency name and ID number is being rendered from left to right.
• The competency path (framework name to parent competency) is being rendered from left to right.

Same with competencies list in course competencies page.
