Go to a course and enrol a few students

Head to Report > Competency breakdown

Confirm that you can switch to another user using the auto complete form element

Selection of a different user in the course competency breakdown report is not working the first time you try after page loading (See attachment)

Steps to reproduce:

As an admin, create a framework and add 1 or 2 competencies
Create a course, enrol students and linked the competencies to it
Go to the Competency breakdown report
You should not be able to switch user using the selector (the first time you try after page loading)
