Grade to pass throws an error when a decimal point separator is used

      Test 1

      1. Add a Workshop activity to a course.
      2. Edit the activity.
      3. In the 'Submission grade to pass' field enter a valid number and ensure the form saves successfully.
      4. Re-edit the form (change the description but don't touch the 'Submission grade to pass' field) and ensure it saves successfully.

      Test 2

      1. Repeat test 1 using the French language pack. Note - instead of decimal points, commas are used.
      2. Note that step 4 of test 1 fails, as a number using a comma as decimal separator can't be recognized as such.

      Test 3

      1. Repeat tests 1 and 2 for the 'Assessment grade to pass' field
      2. Observe that step 4 of test 1 fails as well.

    Description

      Similar to MDL-50394, when creating a Workshop activity in French (as the decimal separator is a comma), it becomes impossible to update the activity once created.
