Add string for error_question_answers_missing_in_db

      We do not know how to reproduce the actual error (see MDL-26442) so you need to comment out the "if" clause at this line

      1. Create multiple choice question in the "Category for system"
      2. Create a course with a quiz, add this question to the quiz
      3. Turn developer debugging mode off
      4. Backup and restore the course
      5. Make sure that the error is displayed with information about which question and which answer caused problems

      Language string is missing for error_question_answers_missing_in_db
      As commented in MDL-26442 (which was partially fixed by MDL-30018) people who hit this error do not know which questions cause import failure.
      Adding language string will give more information to people experiencing it and help to identify/reproduce the problem and hopefully fix it
