Accessibility enhancements: Combine 2 separated links for attachment icon and text

      1. Create a course with student and teacher enrolled.
      2. Create a new workshop.
      3. As a student, submit his/her work with attachment(s).
      4. As a student, in Assessment phase/Closed phase, check if the attachment(s) meet the requirement.
      5. As a teacher, in Assessment phase/Grading evaluation phase/Closed phase, check if the attachment(s) meet the requirement.

      On the view submission page where having attachment, there're 2 separate links for the icon and text which causes an issue for keyboard and screen reader users.
      So the text and icon should be combined in the one link
