Sort blind marked assignment by blind ID instead of userid

      1. Enable blind marking on an assignment
      2. Enrol a number of students in the course
      3. As admin, review the list of submissions
        1. Confirm that the user list does not match the ordering of the participant list
      4. Open the grade view
        1. Confirm that users are in the same order as the list of submission
      5. Log in as a random selection of those students (non-contiguous in either the submission list, or the participants list), submit some files
      6. Review the list of submissions again
        1. Confirm that the user list does not match the ordering of the participant list
        2. Confirm that those students who have submitted are listed at the top
        3. *Confirm that the students listed are listed in submission order, rather than any identifying feature (e.g. userid, username, etc.
      7. Open the grade view
        1. Confirm that users are in the same order as the list of submission

    Description

      Noticed whilst testing MDL-46721 that the default sortorder on the assignment grading table defaults to userid, even when using blind marking. This makes it really easy to determine which user is which.

      When blind marking is enabled we should sort by some other fields. The ideal candidate is submissionid, as this will place submitted items near the top and the order will not change for the individual submissions; however a secondary sort will still be required as only users with submissions will have a submissionid.
