[MDL-54980] Add mod_assign_list_participants to the Mobile service - Moodle Tracker

Testing Instructions:
1. Upgrade Moodle
2. Go to Site administration ▶︎ Plugins ▶︎ Web services ▶︎ External services
3. Check that the function mod_assign_list_participants is listed in "Moodle mobile web service" -> functions
