Scorm chart report uses a hardcoded maxgrade value

      Description

      In scorm/report/graphs/graph.php:

                      if (empty($trackdata->score_max)) {
                          $maxmark = 100;
                      } else {
                          $maxmark = $trackdata->score_max;
                      }
      

      We can see that the score_max is set to 100, not considering the maxgrade value set when editing the settings of the activity itself. This often leads to an irrelevant graph where all my students are in the 0-10 bracket, rather than being spread across. Should we update the hardcoded 100 to use the activity settings?

      I've noticed that while working on MDL-54989.
