Atto Pasting still applies too many styles

Copy paste a chunk of text from any web page into an atto field. It should keep the structure, but none of the colors, fonts or weird spacing.

Switch to HTML view - verify the markup looks reasonably nice and clean.

In MDL-50795 we had the option of stripping all styles on paste or just background colour. I think we made the wrong decision by choosing to only strip the background colour - all the other styles cause many problems when trying to copy paste text - even when copying text within the editor.

      To see the problem:
Create a list with 2 links
      indent the second item

select the entire list and copy/paste it. Verify you have 2 identical lists with 2 links in each and the second link indented.

      Actual result
very strange broken looking list with many many style attributes in the HTML.

This is not a rare problem - it comes up very frequently when copy/pasting text in atto and is very frustrating.
