Confusing competencies link in Course administration when using guest access

      1. Give capability moodle/competency:coursecompetencyview to the Guest role
      2. Create course with guest access
      3. Enter as a user who is logged in as a guest
      4. Make sure that you can see link to competencies and the page itself
      5. Revoke capability moodle/competency:coursecompetencyview from Guest, but make sure that User role has it
      6. Create a course without guest access
      7. As a user who is not enrolled click on the course name, you should see enrolment page
      8. Make sure that the link to competencies is not present in the Administration block
      9. Revoke capability moodle/competency:coursecompetencyview from User, make sure that Manager role has capability to manage course competencies
      10. Make sure manager can see both link and a page in any course regardless of enrolment

      To reproduce:

      Access a course with guest access e.g. http://school.demo.moodle.net/course/view.php?id=51

      Expected result:

      The administration block is not displayed.

      Actual result:

      The administration block is displayed with just one link - Competencies. If you follow the link, you are prompted to log in. This is confusing because you are already logged in as a guest.
