Give capability moodle/competency:coursecompetencyview to the Guest role Create course with guest access Enter as a user who is logged in as a guest Make sure that you can see link to competencies and the page itself Revoke capability moodle/competency:coursecompetencyview from Guest, but make sure that User role has it Create a course without guest access As a user who is not enrolled click on the course name, you should see enrolment page Make sure that the link to competencies is not present in the Administration block Revoke capability moodle/competency:coursecompetencyview from User, make sure that Manager role has capability to manage course competencies Make sure manager can see both link and a page in any course regardless of enrolment
