Confusing competencies link in Course administration when accessing course as student

      Steps to reproduce:

      Access a course as a student which has no competencies linked to it e.g. http://school.demo.moodle.net/course/view.php?id=51

      Expected result:

      The Competencies link in the administration block is not displayed.

      Actual result:

      The Competencies link in the administration block is displayed. If you follow the link, you go to a page which displays the message 'No competencies have been linked to this course.'
