Previously indexed files show as results after file indexing turned off

      1. Setup and configure global search
      2. Create a text file named "MyFile.txt" with "FindMe" in the contents
      3. Add the file as a file resource, name the resource "My File Resource"
      4. Index the site contents (Admin>Reports>Global search info)
      5. Search for "FindMe" and confirm that "My File Resource" is a result
      6. On the solr config page (Admin>Plugins>Search>Solr) uncheck "Enable file indexing"
      7. Search for "FindMe"
      8. Confirm you get no results
      9. Search for "*"
      10. Confirm that no files (with the suffix) appear as results

      If you index content with file index on, and then turn it off, individual files show as rows in search results.

      If you go to https://moodle.org/search/index.php?q=* without being logged you get a "normal" list of results, if you instead perform the same query (just a wildcard) the first results pages are files attached to results.

      emerrill, I'm setting this as a bug because if I remember correctly files shouldn't be returned as results, but the document they belong to instead.
