Capabilities (create, view...) for a specific external tool type (LTI)

      Activities has capabilities that help the admin control which users or roles can create and view them. External tool has only global caps but missing caps for a specific type.

      A webinar that costs money or other resources (server CPU) can be a good example.
      We'll might want to grant 'create' caps to only selected teachers and or students.
