      Description

      PHP 7.1 is depreciating Mcrypt, and it will be completely removed in 7.1+1 (moved to PECL actually).

      An initial grep showed that it only seems to be used in various 3rd party libraries that are used by Moodle, and I would note that on our production site we don't have it installed, and haven't received any complaints. That being said, this should still probably be looked over in more detail.
