Description
When installing moodle, if you have multiple sites running at once (e.g. parallel behat) opcache can cause some admin settings to appear as if they are new since upgrade. Which is confusing for admins and causes behat failure
Reproduction steps:
- Install op cache
- Install moodle
This may not be 100% reproducible. Must add details to this issue as the bug occurs more.
