Filters incorrectly reported as enabled

      1. Enable HTML tidy
      2. Go to "Plugins overview"
      3. Confirm that the plugin is marked as "Enabled"
      4. Go to a course and turn if off specifically there
      5. Back to the admin screen, disable HTML tidy
      6. Go to "Plugins overview"
      7. Confirm that the plugin is marked as "Disabled"

      Sometimes filters can be incorrectly as enabled. This has an impact on the UI, and on code logic checking which filters are enabled.

      1. Enable HTML tidy
      2. Go to a course and turn if off specifically there
      3. Back to the admin screen, disable HTML tidy
      4. Go to "Plugins overview"

      • The plugin is marked enabled
