      2. Go to site A and copy the cartridge url and secret
      3. On site C, create a new external tool instance and paste the cartridge url and secret

      Previously the lti provider supported user_images, but it has not been implemented yet using the new library. We need to get and set the user's image to maintain feature continuity between 3.1 and 3.2

      We will need to pull request library and get ToolProvider to use $CUSTOM_SUBSTITUTION_VARIABLES. At the moment it ignores them. Adding a simple for loop going through $CUSTOM_SUBSTITUTION_VARIABLES and adding them to settings will be enough
