Add tool_lpimportcsv to core

      Manually create a framework with at least 3 levels of competencies, one competency rule, some related competencies and some custom scales.

      Export it to csv - import to the same site. Check it imported good.

      Import it to a new site without the custom scales. Check it imported good.

      This a useful plugin for anyone building competency frameworks. We should add it to core.
