Upgrade TCPDF to 6.2.13 for Moodle 3.2 release

      1. Go to Site administration ► Development ► Third party libraries. Confirm that
        TCPDF is listed with a version number of 6.2.13
      2. Go to http://[your.local.moodle.site]/lib/tests/other/pdflibtestpage.php
      3. Click on the Continue button.
        Confirm that a sample PDF is successfully generated.

      Optional

      1. Perform the testing instructions for MDL-47333 to ensure that there are no regressions.
