Add file types/groups for HTML5 video/audio sources and tracks

      1. Create a bunch of test files with extensions (be sure to put some content in them):
        • aac
        • flac
        • mp3
        • mp4
        • m4v
        • m4a
        • mpeg
        • mpe
        • mpg
        • oga
        • ogg
        • ogv
        • wav
        • webm
        • vtt
      2. Create a course with a file resource and drag all of your test files in to the file upload area.
      3. Switch to the list view (button in top right)
      4. Verify that all the files uploaded and that every file has a corresponding string under the "Type" column (they should be things like "Audio file (MP3)", "Video file (MP4)", not MIME types)

      Add filetype .vtt for video/audio tracks, create a group html5_track for it
      Add group html5_video for video formats supported in <source> of <video> tags
      Add group html5_audio for audio formats supported in <source> of <audio> tags

      extensions for audio sources: ogg, oga, aac, m4a, mp3, wav, flac
      extensions for video sources: m4v, webm, ogv, mp4, mpeg, mpe, mpg

      (Also make sure all these types are also in "web_video"/"web_audio" groups - I noticed that .og* are not for example)

      These types/groups will be used in atto_media (MDL-55324) and media_html5* plugins (MDL-38158)
