This ticket was inspired by the issue of losing Glossary data for a few courses upon restoration, and seeing multiple comments and tickets regarding user confusion about the matter.
The current system backup process can be improved regarding data that Moodle links to the users in modules that not all instructors use in ways that are for temporary student-linked data (e.g., question responses). Not all instructors use the glossary and wiki modules as single course user-centered activities. Some use them for collaborative and expansive resource building that is improved each time the course is offered. Some resources are only maintained by the instructor, but the instructor can change (and thus be a problem for data linking). One example of this would be a dictionary for a language course.
For example, when a user backs up a course and the glossary is selected in the backup process, it implies that the data for the glossary will be backed up, and not just the settings (if user data is excluded). The current option of including user data is ok, but opaque and risky. The alternative option of exporting the glossary/wiki data separately makes maintaining backups for many courses cumbersome.
1) (Possibly) On the backup screen, list "Glossary Settings" / "Glossary Data" as separate entries showing the user what is being/not being backed up.
2) Provide an option for module data (e.g., glossary entries) to be linked to the course and not users. E.g., is it a 'Student Activity Glossary' or a permanent 'Course Resource Glossary'?
