Enrolled users filter form unevenly styled in boost theme

      Form buttons look modern but oversized.

      Would be nice as well to do something about 'Enrol users' dialogue as it is looking worst after every moodle visual improvement we do (like adding boost theme) Feel free to split this in two issues.

      This issue was detected while testing MDL-55071 during integration review.
