      Description

      This came from MDL-29941 and i've always been quite nervous about it. But I think it's time to go, because:

      1. It's not really as relevant in our scss/less world - it doesn't apply to any core themes
      2. We can do things like this with stylelint (we could have a grunt cssoptimise command which gives more aggressive optimisation recommendations for example). Then its controlled by the developer and not the potential to introduce bugs (e.g. MDL-33504) especially with new css features
      3. It was always an experimental 'feature'
      4. It's a point of confusion with the other css libraries we've got for scss processing and so on
      5. It's fitting with other big changes happening in 3.2
      6. 367 additions and 5,881 deletions.
