Reported by Raj:
In clean theme, nav-tabs don't show up as tabs when first loaded on page. Go to Site administration / ► Appearance / ► Themes / ► Boost and you can observe "General settings" and "Advanced settings" doesn't show up with border. Click on "General Settings" and border appears.
