theme_boost: url form fields don't respect usefilepicker option

      Hide
      1. In Boost
      2. Login as admin or any user who has access to the learning plans
      3. Go to Profile > Learning plans
      4. Click on Evidence of prior learning.
      5. Edit or add an evidence.
      6. Confirm that the URL field does not have a button to open the file picker.
      7. Go to a course and add a URL resource
      8. Confirm that the URL field has a button to open the file picker

      Description

      Steps to reproduce:

      1. Login as admin or any user who has access to the learning plans
      2. Go to Profile > Learning plans
      3. Click on Evidence of prior learning.
      4. Edit or add an evidence.

      Expected:
      The url field shouldn't have 'choose a link' button, like clean

      Actual:
      The 'choose a link button' appears irrespective of the form field option usefilepicker
