EditPDF: alt/title text for toolbar buttons uses the wrong string for the tool name

      1. Create an assignment activity with file upload submissions enabled.
      2. As a student, submit a PDF.
      3. As a teacher, go to the grading/PDF annotation UI for the submission.
      4. Hover over each of the PDF editor's toolbar buttons and check that the title strings all make sense.
