Password unmasked by default on user/editadvanced

    Description

      Login as an admin and edit another user's profile. Notice that the password field is unmasked (plain text) by default and that the option to 'Unmask' (the tick box) is not ticked. By default, this field should be masked and ticking the unmask box should reveal it. Also happens during a Moodle install on the same page.

      Note: This is master only - Perhaps related to the new theme changes?
