[MDL-56429] Processor settings overlaps in Boost - Moodle Tracker

Testing Instructions:

Test on both clean and boost themes

Make sure the email message processor is enabled on your site (I think it is by default)

Log into Moodle

Navigate to the notification preferences page (notification popover in the nav bar > preferences cog thingo)

Click the "email" processor in the table header

A modal should open up

Confirm that there is a space between the form values and the buttons at the bottom of the form

When I view the notification settings
And I click on the Email settings
I should see the settings

The bottom setting overlaps the save buttons
