Use filetype form element for workshop file type restrictions

      Automatic tests:

      1. Run behat tests for the @mod_workshop tag

      Manual tests: Check that the file types can be restricted in both places where Workshop
      supports them:

      • Submission attachments
      • Overall feedback attachments
      1. As a teacher, set up a workshop with file types of attachment restricted
      2. Let a student submit their work
      3. TEST: Check that when attaching a file to the submission, the file type obeys the defined restrictions.
      4. Allocate the student's work to be assessed by another student and move the Workshop into the assessment phase.
      5. TEST: Check that the reviewer can only attach files that obey the defined restrictions for the overall feedback attachments.
      6. As the teacher remove all the filetype restrictions
      7. Make sure the student can submit any file
      8. Make sure the reviewer can attach any file
