Refine the Site admin page in boost

In boost and clean view the site admin page. In clean you can do a search for empty string in the admin settings block to get there. In boost also check out the "Course administration page" in the course settings menu. Test this on a small screen and a large one. Links should work when they are followed. The admin and nav trees are badly organised - this is just a different way of presenting the badly organised tree.
