Site admin is shown pending submission for assignments with due date

      Prerequisites:

      • Three users: A (a site admin), T, S
      • A course (C) where A and T are enrolled as teachers, S is enrolled as student.
      • Dashboard must show the "Course overview" block

      Test steps:

      • In course C, create an assignment with default settings; check that a due date is set.
      • Log in as S and go to the "Dashboard"
      • VERIFY: In the course overview block, in the entry for course C, there is a message "You have assignments that need attention"; clicking on this, there is an entry "My submission: Not submitted yet, Not graded".
      • Go to the assignment and make a submission.
      • Log in as T and go to the Dashboard.
      • VERIFY: In the course overview block, in the entry for course C, there is a message "You have assignments that need attention"; clicking on this, there is an entry "Submissions not graded" but not "My submission".
      • Log in as A and go to the Dashboard.
      • VERIFY: In the course overview block, in the entry for course C, there is a message "You have assignments that need attention"; clicking on this, there is an entry "Submissions not graded" but not "My submission".

      Description

      If I work as a teacher site admin in the course overview it is showing me an nottification that the assignment needs attention.

      The expected behaviour is that it shoud not be required that the teacher have to do a submission. No notification is needed to remind him to submit a submission for his own assignments.
