theme_boost: admin and navigation blocks can't be deleted on admin/search.php

      In Clean and Boost (this isn't just a boost issue).

      Test 1

      1. Go to the admin search page (The "Site Administration" link in boost). Add and remove blocks and verify each time the change actually did happen.

      Test 2

      1. Log in as admin, go to Site administration
      2. Search for requiremodintro
      3. Try set and save, the value is not saved.

      The new admin/search.php page forces the Administration and Navigation blocks.
