tool_lpimportcsv add and remove help popups

As mentioned in MDL-55767, the help popups and strings csvdelimiter_help and encoding_help can be removed, as the setting names are clear enough and there is nothing else helpful to be said. (Upload users has the same settings with no help popups.)

It would be good though to have a help popup for Import competency framework. How about:

A competency framework may be imported via text file. The format of the file should be as follows:

• Each line of the file contains one record
• Each record is a series of data separated by commas (or other delimiters)
• The first record contains a list of field names defining the format of the rest of the file
