Admin user can't upload picture on first screen after install

    • Testing Instructions:
      Hide
      1. Install a fresh moodle site via command line
      2. Log in as admin and it will take you to profile page for entering email
      3. Ensure you see a message informing you that you cannot update your profile picture just yet
      4. Edit the site's config.php and add $CFG->fullnamedisplay = 'firstname lastname firstnamephonetic lastnamephonetic middlename alternatename';
      5. Go back to the edit form and refresh
      6. Ensure you still see the message from before, and no additional error messages
      7. Edit the site's config.php and add $CFG->usetags = false;
      8. Go back to the edit form and refresh
      9. Ensure you still see the message from before, and no additional error messages
      10. Complete all the required fields and save
      11. Edit your profile again
      12. Ensure you can now upload a profile picture

      2. Log in as admin and it will take you to profile page for entering email
      3. Try upload picture and you will see the error.
