Move mobile settings to top-level admin

      Check that you see a new top-level administration setting "Mobile app" including:

      • Mobile settings: To enable or disable mobile services
      • Authentication: To configure how the app authenticate with the site
      • Appearance: To change appearance related settings

      Currently Mobile settings are very hidden in Plugins -> Web Services -> Mobile, we should left there only the "administration" settings and move the appearance related ones to Site administration -> Appearance -> Mobile

      This was initially suggested by Gavin, an all the team + Martin agrees
