theme_boost: Site managers cannot access site admin via link

      PULL MDL-56576 in the branch if it is not there already.

      Assign a user the manager role at the site level.

      Login as them

      Verify you can access the site admin search page (it will not have the search form).

      Verify you cannot see pages you cannot access in the tree.

      Description

      The new single link to Site administration is actually the admin/search.php link, and managers cannot by default access this.

      Managers can access site admin URLs such as /admin/user.php directly, but the navigation bar is then confusing, as the Site administration link is live in Home>Site administration>Users>Accounts>Browse list of users and of course they cannot access it.
