theme_boost: Help popup is not accessible

      Description

      While testing MDL-55841, it was observed that help pupup is not read by screen reader and they are not accessible.

      They work well with clean theme.

      Steps to reproduce:

      1. With ie 11 and JAWS
      2. Go to /Plugins /Activity modules /External tool /Manage tools
      3. Get a cartridge url from https://www.eduappcenter.com/ and Paste the cartridge url into the box
      4. Tab to help icon and it is not read well.
