Import competency frameworks should link to database on moodle.net

      1. Log in as admin
      2. Go to Site administration > Competencies > Competency frameworks
      3. Make sure you have a new button Competency framework repository button.
      4. Click on this button and make sure it takes you to the competency framework repository: https://moodle.net/competencies
