Message preferences mouse hover help popup is misaligned in RTL mode (theme:boost)

      1. Please test on both the clean and boost themes
      2. Log in to moodle
      3. change the language to an RTL language
      4. open the notification popover in the nav bar
      5. hover over the tick icon and/or the cog icon and confirm that the tooltip appears centred above the icon
      6. click the cog icon to go to the notification preferences page
      7. hover over the "on" and/or "off" toggles in the notification list
      8. confirm that the hover tooltip appears centred above the button

      After clicking to open the messages list (new messages UI) on the navbar, and hovering with the mouse over the "Message preferences" icon, the help popup is misaligned in RTL mode (theme:boost)
