Testing Instructions:
1. Go to any form with help icon
2. Switch language to hebrew
3. Click the help icon
4. Make sure it displays the help text to the left (correctly flipped).

Help popup is not displayed when clicking the "?" icon, in RTL mode (theme:boost) while it does show up in LTR (English) mode. so, guessing it is offscreen. as can be seen on any activity settings page, as a Teacher.
