theme_boost: assignment grading 'change user' results is hidden behind other content

      Test in both boost and clean themes

      1. Create a course with 3 or 4 students
      2. Create an assignment and mark it
      3. In the top right, click the filters icon
      4. Confirm that filters are displayed in a vertical list.
      5. Close the filters and in the 'change user' text area, enter and single space
      6. Confirm that the user list sits above the content pane (no cut off)
      7. Confirm that everything else in the top pane looks ok.

      Using Boost theme!

      1. Create a course with 3 or 4 students
      2. Create an assignment and mark it
      3. In the top right, in the 'change user' text area, enter and single space
      4. Observe that the user list falls behind the content. This should look like it does in clean theme.
