Move all the Mobile related functionality from core to tool_mobile

There are still a few things that could be moved to tool_mobile, like the admin_setting_enablemobileservice

We should also move related strings:
get_string('configenablemobilewebservice', 'admin'
get_string('enablemobilewebservice', 'admin');
