theme_boost: opening the edit menu for an activity generates an ugly scroll bar

      This introduces boost changes only, no need to test clean. Recommend testing in several browsers or using browser stack.

      1. Create a small sized test course using MDK.
      2. Scroll to the last topic (should be Topic 10)
      3. Click 'Edit' for the last activity
      4. Confirm that the edit menu is positioned within the main content area neatly and that no scroll bar is added.

      Description

      1. Go to a course and add a few sections and modules to fill out the content to the bottom of the main content region.
      2. Make sure editing is on and click the inline 'Edit' text for the module at the bottom.
      3. Notice that the edit menu isn't rendered on top, but is instead placed inside the main content and a scroll bar is added to accommodate this.
