For years the default driver for external DB has been mysql, but now that it is outdated and deprecated in newer versions of PHP we should change this default as a lot of people will just leave it on the default (if they are connecting to a mysql db)

This is a precursor to MDL-51928 that requires less work and no messing with third party libraries.
